First you have to download a download manager which is best download manager for windows(according to me) and also completely free.You can download it from Here.
After installing the manager add link of movie/video using " + " key in the manager

Now click on advanced and select maximum number of section 1 & click apply ,OK
Now go to the folder in which you are downloading the file then you have to unhide files in that folder becouse downloading file (your movie/video) will be hided untill it downloaded completely. After unhide files you'll see your file ,now you can watch it when downloading.
Note: if you dont know how to unhide files then go to the path "folder and search option > view > show hide files"
Note 1: You can also download torrent files using this software but "play when download" will not work with torrent files becouse torrent uses many sections to download.
Note 2: if file crashed during downloading , replace the link with new one and you would not star it from beginning.
